– Mexico plans to vaccinate its entire population against H1N1 by the end of 2021—but it’s not clear who will foot the bill if people in poor countries get sick from the vaccines, Reuters reports. The country is preparing to negotiate ” clauses around possible civil liability” with pharmaceutical companies and with a vaccine facility backed by the World Health Organization. “The objective both with COVAX and the other bilateral deals with laboratories will be to achieve a balance regarding possible civil liability,” says a spokesman for Mexico’s foreign ministry. “How much does that risk cost?” But Mexico’s deputy foreign minister says she doesn’t expect the country to need a contingency fund. “If that contingency arises, these funds can be obtained from the treasury,” she says. “As Mexico pins down its agreements and purchases it can also be calculating the risk and how it will face it,” she adds. “The worst scenario for Mexico is that our (US) neighbors have a vaccination campaign four months before Mexico, and there’s an issue of closed borders because in Mexico there’s no vaccination campaign,” she says. “If we start receiving vaccines in December, perhaps we could also start a vaccination campaign in January or February.”
