Azerbaijan accuses Nagorno-Karabakh of violating the ceasefire, while Nagorno-Karabakh accuses Azerbaijan of launching mortar attacks that have killed at least 10 of its troops. Russia brokered the ceasefires, which were supposed to take place on Sept. 27 and Oct. 1, Reuters reports.
